Charge Details

Western Waste Haulers is a locally owned Tucson hauler. We keep our base rates as stable as we can, but the cost of fuel, environmental compliance and regulatory compliance moves constantly and is largely outside our control. Rather than repricing every account each time those costs shift, we recover a portion of them through three variable charges: a Fuel Surcharge, an Environmental Charge and a Regulatory Cost Recovery Charge.

These charges are separate from, and in addition to, your base service rate. They are not a direct pass-through of any single identifiable cost, they may include an amount attributable to operating margin, and they may be applied simultaneously and cumulatively. They are subject to periodic adjustment and are not guaranteed to remain fixed for the term of your agreement.

Fuel Surcharge

The Fuel Surcharge is a percentage-based charge applied to your base service rate that recovers a portion of the cost of fuel used to collect and transport waste and recyclable materials. It is indexed to prevailing diesel fuel prices and adjusts upward or downward as those prices move, so when diesel falls, the surcharge falls with it.

The Fuel Surcharge is not a precise pass-through of the actual fuel used on your route, and the percentage is not tied to the direct or indirect cost of servicing any specific account. By contract or at our discretion, some customers pay a nonstandard fuel surcharge or are exempt from it entirely.

Environmental Charge

The Environmental Charge is a percentage-based charge applied to your base service rate that recovers a portion of our costs of environmental compliance. Those costs include, without limitation, stormwater management, groundwater monitoring, leachate collection and treatment, closure and post-closure obligations, environmental permitting, regulatory reporting and remediation activities required or anticipated under applicable federal, state and local environmental law.

The Environmental Charge percentage does not fluctuate week to week. It may be changed periodically at our discretion when a business determination warrants a change.

Regulatory Cost Recovery Charge

The Regulatory Cost Recovery Charge (RCR) is a percentage-based charge applied to your base service rate that recovers a portion of the cost of complying with federal, state and local regulations governing the collection, transport, processing and disposal of solid waste and recyclable materials. Those costs may include vehicle emissions compliance, licensing and permitting fees, safety and training mandates and other requirements imposed on haulers operating in the jurisdictions we serve.

Like the Environmental Charge, the RCR is not a direct pass-through of any single identifiable regulatory cost and may include an amount attributable to operating margin.

Current Rates

The rates below are the rates currently in effect and published in accordance with Article VI of our Standard Terms and Conditions. Rates may be updated from time to time and are posted here no later than the date they take effect.

Rates vary by customer, service type, service location, contract terms and applicable municipal or franchise agreement. Some customers are exempt from one or more charges.

How It's Calculated

The Fuel Surcharge percentage is applied first to your base service charges, excluding the Environmental Charge, the RCR and taxes. The Environmental Charge percentage is then applied to the total, including the Fuel Surcharge amount. The RCR is assessed independently on your base service charges. Applicable taxes and government fees are added last.
